1. Sale of Tender Document: 1. As this Tender shall be following the e-Tendering Process, the
bidders may download the Tender document from the BSNL web site
http:// bsnl.co.in. from 12.09.2014 onwards. Tender fee of Rs 2,000/-
in form of Demand draft/ bankers Cheque drawn in favour of A.O.
(Cash), BSNL C.O., payable at Delhi shall have to be submitted to AGM
(MMY), BSNL C.O. New Delhi .(See Note after Clause No. 4 of section
-2) 2. Accessibility of the Tender document on e-tender portal - For online
bid submission the bidder has to fulfil following:
i) Successful registration on the e-tender portal ETS
(https://www.tcil-india-electronictender.com) is required to be
done by the bidders for online submission of bids. The same tender
document, as uploaded on BSNL website, shall be uploaded on ETS
portal after release of replies/clarification to pre-bid queries
(if any) and bidders, who are registered on ETS portal, shall be
authorised to download the Tender document and proceed with
submission of bid on ETS portal. Bidders must submit their
organisation ID on ETS portal to MMT section for enabling their
organisation on ETS portal. 2. e-Tendering Process
BSNL has decided to use the e-Tendering Process for inviting Bids for
this Tender and thus the physical copy of the Tender would not be
sold. The special instructions to Bidders for e-Tendering is provided
in Section 4-Part C of this Tender. 3. Eligibility Criteria
1. Taking into consideration the size and the importance of the USSD
Platform Projects for BSNL as well as prospective end user customers,
it is very essential that the bidder firms have sufficient experience
in providing value added services in India/worldwide. The following
criterion shall be met by the bidder company and who intend to
participate in this TENDER. 1. The company shall be registered/ incorporated in India under
companies' Act 1956. 2. The bidder company shall have a minimum annual turnover of INR10
Crores each year during last 2 financial years . 3. Bidder shall be OEM for the product being offered OR shall have
experience of providing value added services and must have been
working satisfactorily at minimum three locations/sites in India or
abroad on date of closing of this Tender. Relevant reference letter
from mobile operator(s) shall be provided by the bidder.
4. The bidder company shall not be a Licensed Telecom Service Provider
to provide Basic Services/ Cellular Telephony Services/ Internet
Services/ UASL/ NLD/ ILD Services anywhere in India. Self certificate
by the bidder shall be submitted.
5. The bidder firm shall not have controlling equity stake or vice
versa, in and of any Basic Services/ Cellular Telephony Services/
Internet Services/ UASL/ NLD/ ILD Services operating companies
anywhere in India. Self certificate by the bidder shall be submitted. 6. Bid Security in the form of Bank Guarantee shall be Rupees 5 lacs
(Rupees five lacs) only valid for a period of 180 days. 2. The Bidder shall submit references of experiences, as referred to
above, in the form of an original certificate from the relevant
network operator signed by the senior official of the relevant network
operator (including name, designation, telephone number, fax numbers
and e-mail id of the signatory and that of the network operator) along
with the seal of the relevant network operator of all such existing
networks in operation. References shall be considered valid provided
that the networks mentioned thereof exist. BSNL reserves the right to
verify such references by visiting directly or through Indian
consulate or through any other means for which necessary arrangements
are to be made by the Bidder. However, the cost of travel
allowance/dearness allowance of BSNL officers/executives shall be
borne by BSNL. Only certificates issued by the relevant network
operator in the manner prescribed in this Clause 4.2 shall be
considered valid and no self certification from either the Bidder or
their collaborators shall be accepted. 3. The Bidder shall be a company having a minimum turnover of Rs. 10
crores each in the last two years (i.e. 2012-13 and 2013-14). In case
the audited annual report for FY 13-14 is not available, the audited
annual reports of the two earlier financial years namely FY 11-12 and
FY 12-13 may be submitted. Such audited reports shall be substantiated
by the audited profit and loss account. In case of an Indian
subsidiary, the turnover of the parent company may also be taken into
consideration for determining the fulfilment of this condition. 4. All documents submitted in the Bid should be in English. In case the
certificates e.g. experience, registration, etc, is issued in any
language other than English, the Bidder shall attach an English
translation of the same duly attested by
